Purpose & Scope of Position

The Senior Project Controls Engineer is responsible for overseeing the program of works for a large value scheme, managing budgets, and coordinating with estimators, engineers, surveyors, and architects. Senior Project Controls Engineer will partner with internal team to develop program plans and create cost and schedule baselines. The incumbent is responsible for preparing and publishing metrics and reports, analyzing variances and reviewing compliance with corporate guidelines across multiple teams. The incumbent will drive decision making to improve the program performance across sectors.

Experience

• 15+ years experience in Project Controls for large scale complex projects across sectors • Strong Experience with Cost Control, Scheduling (Waterfall/Agile/Lean/Scrum) and Time Management • Proven expertise in a Project Management or Project Controls Management position, specifically within complex Capex projects across sectors. • Successful leadership experience with a proven track record of delivering results within a large-scale project environment. • Proficiency in EVM processes and their application in complex large scale projects and possessing a strong aptitude to oversee schedule, cost, risk, change control management activities, and reporting.

Qualification

• Postgraduate or graduate in an engineering discipline • Professional Project Management Certification (preferable from PMI) or Post Graduate degree in Project Engineering and Management or Post Graduate degree in Advanced Construction Management

Key Responsibilities

1. Supports the Project Manager (PM) and Construction Manager (CM) in monitoring and maintaining control of cost and schedule performance through a Project Controls System including earned value management, key performance indicators, risk management, and change control. 2. Agreeing on the progress measurement methodology with the contractor and ensuring timely submission of project actuals in a previously agreed format. 3. Participate in project planning processes, defining scopes, resource planning, and establishing WBS and budgets on assigned projects. 4. Measuring current performance and predicting future performance of the project/programme using valid performance measurement techniques such as earned value management. 5. Ensure the accuracy and compliance of earned value data and process compliance on assigned project portfolio. 6. Create and implement project controls plan and lead project schedules, associated deliverables and progress S curves to support contract requirements and the successful execution of project controls. 7. Actively participates in project review meetings and provides clear, accurate project assessments and gives proactive advice to drive successful project completion 8. Lead change control and baseline management for the Programme and work along with Project Managers to produce accurate cost estimates for change orders and maintain the change log. 9. Collating performance and progress data related to time, cost, risk, change and quality periodically, agreeing on and developing high quality, robust, accurate periodic reports for project/programme leaders and providing interpretation of the data in the report to support prompt making choices. 10. Sustaining and improving planning, risk, cost control, change control management policies, procedures and processes, and ensuring its proper application by the project controls and delivery teams. 11. Monitor accurate and timely project invoicing, UBR, Debtors to associated customers. 12. Chairing and/or facilitating the necessary project/programme level change forums, escalating change papers with high-level impact that require additional approvals and ensuring all choices are enacted within the change control system and toolsets. 13. Advising project/programme leader by providing specialist advice and technical knowledge to resolve or mitigate delays, issues, and other challenges throughout the project. 14. Undertaking self-assessment of procedural compliance, sharing lessons learned and best-practice within the wider Project Controls community. 15. Spearhead and train internal teams on standard cost control procedures following the enterprise and/or business group procedures.
