Purpose & Scope of Position
The Project Controls Engineer is responsible for the overall delivery of Project Controls. including Estimating, Cost Management, Planning and Scheduling, EPCM Control, Project Accounting, Trend and Change Management, Progress Measurement and Evaluation and Project Reporting. The Project Controls Engineer assures TCE procedures and best practices are applied to the project, as appropriate, and recommends changes where required.
Experience
• Working knowledge of engineering, project control systems and construction management. • This position requires a minimum of 2-3 years’ experience, mostly in cost engineering with a focus on the broad EPCM capital project execution. • Knowledge in the use of Primavera Project Planner and MS Office package
Qualification
• Postgraduate or graduate in an engineering discipline • Professional Project Management Certification (preferable from PMI) or Post Graduate degree in Project Engineering and Management or Post Graduate degree in Advanced Construction Management
Key Responsibilities
1. Develop, monitor, track, analyze, forecast, and report on project budgets, estimates to complete, commitments, expenditures, project progress and productivity, work plans and schedules, projects cost at completion, WBS cost coding, subcontracts, and change management 2. Support Project Managers with weekly/monthly forecast on projects and with monthly Operational Project Reviews 3. Involvement in the development of the schedule for mainly engineering activities, but may also need to incorporate other activities associated with procurement, construction, etc 4. Preparation of spread-sheets and a wide variety of routine cost analyses, cash flow, and other cost related evaluations 5. Set-up, monitor and report earned value progress measurement systems for projects, including analysis based on input from project leads 6. Serve as a technical expert in cost control and planning/scheduling. Understand the relationships between the project controls functions— planning/scheduling, cost control, and risk management. 7. Develop accurate and timely project cost forecasts with the participation of project engineer, planning engineer and project managers. The forecasts should be valued and used by the project team to contribute to the overall management of the project. 8. Provide a proactive contribution to the management of risk, cost, and quantities on a project. Determine the most critical measures and implement systems of control to provide timely feedback. Follow through on these items to improve the opportunity for success 9. Analyze risk to forecast contingencies. Support contingency management. 10. Identify potential project problems early, report issues and problems to BU leadership and Project Manager, and work with project teams to address and implement recovery plans 11. Assure change management systems and processes are implemented and followed 12. Produce various planning and scheduling reports and analysis 13. Create and issue client and internal status reports that effectively communicate cost status and trends. Define corrective actions for implementation. 14. Update schedules with actual progress and forecast remaining durations, project milestones, and completion dates. 15. Deploy, implement, and train on standard cost control procedures following the enterprise and/or business group procedures.
